Low-performing schools are also more likely to
have higher numbers of underprepared teachers. In 200102,
schools with the lowest Academic Performance Index (API) scores
had, on average, 21 percent underprepared teachers, compared with
only 5 percent in the highest-achieving schools. This is a slight
improvement from previous years, when the lowest-achieving schools
had even higher proportions of underprepared teachers.
