Strengthening California's Teacher Information System: 2002
Because California lacks a statewide teacher data system, serious gaps in the collection, use, and availability of teacher workforce data compromise efforts to plan and monitor the workforce at both the state and local levels, leaving policy-makers and education officials with little in-depth understanding of the current shortage of qualified teachers, the inequitable distribution of fully qualified teachers, or a clear picture of future workforce needs.

Professional Development for Teachers: Setting the Stage for Learning from Teaching, by Linda Darling-Hammond. 1999
This paper states that an effective teacher is one who learns from teaching rather than one who has finished learning how to teach. Thus, this paper frames the job of teacher education and ongoing professional development as developing the capacity of the teacher to inquire reflectively and systematically into the nature of learning and the effects of teaching.
